Steve has significant expertise in the technical aspects of regulatory compliance and quality systems advice. In particular he is skilled at modelling the financial implications of policy options (and making them understandable as a result).
Steve has worked with a wide variety of local authorities, especially on issues such as how they need to change their processes to comply with new regulations or policies. For instance, he acted as the Department of Building and Housing’s Case Advisor to a portfolio of nine Councils preparing for accreditation as Building Consent Authorities. He has subsequently been involved in reviewing building control processes for a number of councils. Similarly he has worked on the costs and benefits of allowing heavier and longer trucks on NZ roads. He has produced new procedures manuals and quality assurance systems for a wide range of organisations from health products to building control.
Steve has also underaken several projects with Wellington City Housing, including tenant profile analysis, rent review, and developing models for the financial analysis of various options for managing the assets of the social housing portfolio. He has particular expertise in local government policy development and comparison of policies between councils.
Prior to his consulting career Steve’s was an investigator for the Commerce Commission, working with a variety of industry and company investigations during a period of significant change in the New Zealand economy. Previously, Steve managed the Wellington office of a multinational information services company, and was a sharebroker with Francis Allison Symes. He was also Executive Officer for the Harbours Association of New Zealand and involved with legislation and industrial relations over various port authorities.
Steve has a Bachelor of Arts degree in Political Science from Victoria University.
