Ross’ strength is in working with large and complex organisations on how new policies will work at the coal face. Lately he has been instrumental in major public policy roll-outs – such as the formation of the Emission Trading Scheme, or efforts to stream line the Building Act. His expertise is blending knowledge of public sector processes with the commercial realities of how policy will work in the business world.

A fair bit of work has been overseas, with major restructuring of the Papua New Guinea’s Telekom operations or working in Fiji, on the formation of a new Government Stores Board. A particular expertise is telecommunications and infrastructure. Ross spearheaded the integration of financial systems and processes for merging of Telstra Saturn and Clear Communications.

Many of the organisations Ross work with aim to balance commercial and business operations with community aspirations. This has ranged from working with Federated Farmers (on balancing advocacy and policy capability against membership business) through to performance measures for organisations such as the Maori Trust Office and the New Zealand Rugby Union. Ross has also worked with the Open Polytechnic of New Zealand, Ministry of Research, Science and Technology, Community Probation Service, and Radio New Zealand (to list a few).

Ross began his career as a chartered accountant and progressed into financial systems implementation, management information systems, and performance and strategic management. Ross has over twenty years of financial and management consultancy experience. He has a Bachelor of Commerce degree and is a Member of the Institute of Chartered Accountants of New Zealand.
